Overview

The Texas Civil Rights Project (TCRP) is a community lawyering organization, boldly serving the movement for equality and justice in and out of the courts, and seeking to advance a vision of a Texas in which all communities can thrive with dignity and justice, and without fear. 


The Chief of Staff (CoS) at TCRP is a senior leadership role that serves as a key advisor and operational partner to the President. This role is responsible for ensuring the President’s work portfolio is effectively managed, supporting strategic decision-making, and enhancing internal systems and processes within the leadership team. The CoS acts as a liaison between the President and the leadership team, ensuring seamless communication, alignment on priorities, and the efficient execution of directives. As a trusted member of the President’s inner circle, the CoS plays a critical role in advising on high-level organizational strategy, external positioning, and the President’s public engagement. While the CoS does not manage the leadership team, the CoS ensures that leadership provides the necessary information, insights, and follow-through required to support the President’s vision and decision-making. 

This position requires strong strategic thinking, operational expertise, and a deep understanding of organizational development, as well as the ability to navigate complex political and nonprofit landscapes with discretion and sound judgment. Regular and meaningful interaction with the President is expected.

TCRP currently operates under a hybrid work policy, allowing remote work from anywhere in Texas, but requires in-person attendance for specified work activities. The in-person activities are typically based out of any of TCRP’s offices: Alamo (in the Rio Grande Valley), Austin, or Houston. Exceptions to required in person activities may be made based on a case-by-case basis. However, some travel in and out of Texas may be required for this position based on organizational needs and the President’s directives.


Key responsibilities

  • Strategic Advising & Decision Support:
    • Provide high-level counsel and insight to the President on strategic matters.
    • Ensure the President has access to accurate, timely, and relevant information for decision-making.
    • Assist in setting priorities and managing workflow to optimize efficiency.
  • Leadership Team Coordination & Organizational Efficiency:
    • Facilitate smooth communication and collaboration between the President and leadership team.
    • Develop and implement systems to streamline information flow and decision-making.
    • Ensure alignment between the President’s strategic vision and execution across departments.
  • External Positioning & Influence:
    • Advise the President on external engagement, media strategy, and public positioning.
    • Enhance the President’s profile to advance the organization’s mission and influence.
    • Work with Communications and Development teams to align messaging and strategic outreach efforts.
  • Trust & Confidential Advisory Role:
    • Act as a key member of the President’s inner circle and trusted thought partner.
    • Support high-stakes decision-making and strategic planning.
    • Handle confidential information with discretion and integrity
  • Collaborate with Executive Assistant & Special Projects Manager
    • The CoS will not be responsible for:
      • Executive administrative tasks (calendar management, travel logistics, etc.).
      • Donor engagement or fundraising tasks.
    • Instead, the CoS will focus on strategic support, leadership coordination, and the President’s external influence.

Compensation

ABOUT THE LEGAL DEPARTMENT

TCRP fights for Texas communities both in and out of the courts primarily through the work of our three core legal programs: Beyond Borders Program (immigrant rights), Criminal Legal Program,  and Voting Rights Program. 


POSITION SUMMARY

The Litigation Director oversees the legal work of a team of 15-20 attorneys, as well as legal support staff, and plays a crucial role in setting a bold litigation strategy and vision for TCRP that protects and advances the civil rights of everyone in Texas, particularly our State’s most vulnerable populations. 


RESPONSIBILITIES/DUTIES 

  • Works closely with the President and Legal Director to set the litigation strategy for TCRP.
  • Keeps the President and Legal Director informed of all current and prospective litigation.
  • Supervises the Paralegal Supervisor.
  • Regularly coordinates with the Supervising Attorneys on legal trends and injustices in the State for possible future litigation. 
  • Works with the Supervising Attorneys to ensure the case teams provide excellent legal representation on all ongoing cases.
  • Provides regular feedback and coaching to younger attorneys to help them best prosecute cases and improve legal skills.
  • Maintains the highest professional standards for the legal team and ensures that TCRP policies and procedures for case management and ethical lawyering are followed.
  • Stays informed on the law and trends, both in Texas and nationally, in the areas of immigration, the criminal legal system, and voting rights.
  • Continuously works with the advocacy and legislative teams to raise awareness of and promote TCRP cases and the needs of our client communities.
  • Provides ongoing assistance and guidance on various legal matters and case-related inquiries, including editing of legal writing and advising on strategy.
  • Creates and cultivates strong relationships with community partners, pro bono counsel, and funders.
  • Coordinates closely with the communications and development departments to ensure they are kept informed of TCRP cases and litigation.
  • Participates in fundraising efforts including speaking publicly and meeting with donors about TCRP litigation and case work.
  • Help lead development of new policies for the legal team.
  • Prepares and maintains a legal manual that outlines best practices for the Legal Department and sets forth TCRP’s requirements for representing TCRP clients in all legal matters. 
  • Develops and leads a program for legal staff that provides training on the provision of legal services, litigation skills, community lawyering, and client services.
  • Leads the litigation and case work for the individual programs when the Supervising Attorney is unavailable.
  • Oversees the litigation approval process for the organization to ensure the standards for case approval are followed.


QUALIFICATIONS

To succeed in this role, the ideal candidate should have the following characteristics:

  • Juris doctorate from an accredited law school
  • Admitted to the Texas bar or the ability to be admitted
  • At least ten years litigation experience, including federal court litigation experience
  • Skilled leader with a demonstrated ability to supervise, coach and mentor lawyers and legal teams
  • The ability to handle the demands of multiple cases in three different areas of practice at once
  • Strong legal writing skills and the ability to teach those skills to others
  • Excellent interpersonal skills, with the ability to guide lawyers and legal professionals of all levels in sometimes stressful circumstances
  • The ability to coordinate among multiple programs and deadlines to discern case and team priorities and needs 
  • Excellent organizational and time management skills to keep up with multiple competing priorities and strict deadlines
  • Expertise in the area of immigration law, criminal law, voting rights, or other constitutional litigation preferred
  • Experience at a nonprofit legal services provider preferred


COMPENSATION

The Texas Civil Rights Project is seeking positive, motivated, balanced, well-organized individuals to serve as law clerks in our Beyond Borders, Criminal Legal, or Voting Rights Programs for the 2025 fall or 2026 spring terms. ABOUT THE COMMUNICATIONS DEPARTMENT

As part of our mission to fight for Texas communities both in and out of the courts, TCRP

understands that narratives are power. Narratives develop over time and they have enormous

impacts on the work that we are able to accomplish through the courts, at the legislature, and in the

minds of Texans from all walks of life. Our communications department centers the idea of

narrative power at the core of our work, along with the idea of meeting our communities where they

are at, and sharing stories in order to make lasting change. Our team works closely with programs

across TCRP to ensure that the voice of our work is one. We believe that through our voice and

imagery, we can paint a clearer portrait of both reality and what is possible for the communities we

serve.


 

POSITION SUMMARY

The Earned Media Manager will play a crucial role in collaborating with legal, advocacy, policy, and

communications staff across TCRP’s three program areas: Beyond Borders (BB), Criminal Legal

Program (CL), and Voting Rights (VR) to advance the message, purpose, and mobilize diverse

audiences for the various campaigns and cases TCRP leads and engages in. This position will directly

report to the Director of Communications. The Earned Media Manager will advance TCRP’s

messaging by building key media relationships, securing news coverage, and influencing how our

issues are framed across various earned media platforms and mediums including print, online,

broadcast, radio, and podcast.


 

RESPONSIBILITIES/DUTIES

❖ Manage earned media communications staff, including the Editorial Associate Fellow and

Beyond Borders Communications Fellow.

❖ Build and train a small team of press and messaging experts and provide support to team

members during high-pressure moments, including rapid response media outreach.

❖ Develop and leverage relationships with diverse and multi-level media outlets to advance

TCRP’s organizational goals by identifying strategic partners, proactively cultivating

relationships, pitching to reporters, responding to media inquiries, and maintaining robust

and accurate media lists.

❖ Collaborate with the Director of Communications on developing cross-organization

messaging guidance, narrative media strategy, and identify timely opportunities for TCRP

spokespeople to enter the news cycle.

❖ Coordinate logistics and scheduling for media interviews, press conferences, and other press

events.

❖ Draft and edit written materials for the press, as needed.

❖ Ability to read, write, and speak in Spanish.

❖ Media training experience.

❖ Experience using Meltwater/Cision/or other media engagement platforms.

❖ Monitor earned media coverage and compile topline clips to share with TCRP staff and

Board members

❖ Support media training and preparation for spokespeople, including TCRP staff, clients, and

other partners, for media activities to drive our communications goals forward.

operations, deadlines, urgency, and style.

ABOUT THE PROGRAM 

Our Beyond Borders team works in two core areas: humanitarian and state and local advocacy. Our Humanitarian work involves advocating for migrants to move across our border with dignity. We also advocate at the state and local level for good governance of border communities without economic exploitation. In solidarity with partner organizations and communities, our team aims to eliminate policies that perpetuate the harmful effects of militarization, cultural erasure, imprisonment, and exclusion along the Texas-Mexico border and across the state. 

ABOUT THE POSITION 

This position is a two year fellowship. Some travel to other parts of the state will be required as needed for the position and will be reimbursed accordingly. The Beyond Borders Fellow will be directly supervised by the Beyond Border’s Senior Supervising Attorney. 

RESPONSIBILITIES/DUTIES 

Impact Litigation & Strategic Advocacy 

● Litigate TCRP cases in state and federal Texas courts as assigned by and under the supervision of the Beyond Borders Supervising Attorney. Includes conducting thorough and efficient investigations, contributing to strategy, drafting pleadings and affidavits, handling discovery, preparing and conducting depositions, and consulting with and preparing expert witnesses. 

● Research and write clear, concise, appropriately framed litigation memoranda and white papers. Participate in litigation panels and public education events, communicating effectively with all audiences. 

● Supervision of pro bono attorneys who are directly and strategically representing immigrants. 

Counseling Individual Clients and Non-Legal Coalition Partners 

● Build relationships with clients and coalition partners based on mutual respect, trust and dependability. 

● Engage with individual clients and organizational partners to learn about their concerns and to provide them with sound, reliable legal counsel. 

● Explain options, roadmap courses of action, discuss potential outcomes, and flag challenges -- whilst recognizing that people are experts in their own lives and communities. 

Programmatic, Communications, Development and Cross Team Support 

● Assist with designing and implementing strategic advocacy campaigns throughout Texas. Serve as a TCRP spokesperson through various communication and media outlets. 

● Assist in TCRP’s fund development efforts, including presentations and speaking engagements. 

● Contribute to litigation and other work in other programmatic areas as needed.


QUALIFICATIONS 

● Licensed to practice law in Texas, or licensed to practice law elsewhere and willing to become admitted in Texas, including, if applicable, sitting for and passing the Texas bar exam. 

● Track record of working collaboratively with diverse groups of individuals, with preference for experience in public interest coalitions. 

● Excellent research, writing, and oral communication skills. 

● Well-organized: able to meet deadlines without compromising the quality of work product; ability to multi-task and to prioritize; ability to juggle a heavy meetings calendar with substantive work; willingness to work long hours as necessary. 

● Critical, creative, innovative thinker with the ability to identify nuances, attend to detail, and to get in the weeds. 

● Issue spotter; self-starter; trouble shooter; tenacious; flexible. 

● A willingness to travel throughout the state of Texas. 

● A resilient, can-do attitude, with an openness to constructive criticism, evolving responsibilities, and shifting current events. 

● Demonstrated success in litigation in complex federal court litigation strongly preferred. ● Some familiarity with immigration law and constitutional law preferred. 

● Spanish language fluency is strongly preferred. 

COMPENSATION
